Just visit the counters at your local department store and apply. You do not need makeup school to work there. They will train you on their line and how to apply the latest trends. They will hopefully train you on hygienic practices.

Play and experiment or yourself and friends to get experience. Try to replicate looks you see in magazines. Learn about skin tones for matching foundations. Try to learn as much as you can from magazines (Allure is a great one) and books before you go for an interview. Perhaps bring in some "before and after" shots of friends. Honestly, being on a counter is all about how much you can sell, not how well you apply make up - sad but true.

As for television production, I know that you start at the bottom and it can take a very very long time to get somewhere in the station. You more often than have to keep moving around. I work in recruitment and if you are that good you should have been snapped up straight away!! Have you really been looking properly, or just half heartedly?

Maybe there is a problem with your CV or the way you are presenting yourself? I don't mean to be offensive, but do you have a bad attitude when you approach prospective employers? You say agencies and the jobcentre are pretty useless, if your attitude conveys this feeling to them they probably wont touch you with a bargepole.
