UGC recognises only universities in India.

Symbiosis is recognised by UGC as a Deemed University.

SCDL is only a department(Distance Education) of Symbiosis Deemed University. UGC does not recognise university departments as universities are autonomous institutions.

To quote an analogy, University of Madras(five-star university) is recognised by UGC, but its IDE(Institute of Distance Education) is not recognised seperately or individually by UGC.

What you should be looking for is DEC(Distance Education Council) approval, to see whether the university is authorised to conduct distance education courses. SCDL is recognised by DEC.
