Usually, for opening up a Study Center you need to require the Following :

1) A governing Body (Society or Company, etc. etc.)
2) Infrastructure (Building, School) at least 2500 sq. feet to 4000 sq. ft. place.
3) Staff

But Some Universities follow Strict Rules they authenticate Center after Inspection.
like Annamalai, Pondicherry etc. etc. only provide center to well running Colleges like D. S. College, which is also affiliated by the respective ( their own state) State University.
Now there are Many Private / Deemed / State Universities Giving centers so, u can log on their website and by contacting them u may get the right information.

Indira Gandhi National Open University - IGNOU offers Master's of Science Degree in Dietetics and Food Service Management MSc. (DFSM).

The eligibility criteria for admission to the programme include:
B.Sc. (Home-Science) Degree with specialization in Foods and Nutrition
OR
PG Diploma in Dietetics and Public Health Nutrition (PDPHN) or its equivalent
OR

Eligibility
Those seeking admission to the B.Sc. programme should have passed 10+2 or an equivalent examination with science subjects. Age - No Bar.

Duration
Students are expected to complete the B.Sc. degree in a minimum period of three years. However, they may pace the studies according to their convenience and take up to a maximum of six years from the date of registration in the programme.
